If the electric bill is in your name, you qualify for LIHEAP. Income-based, no landlord involvement. Apply through your community action agency.
2. Efficiency upgrades you can do yourself
Weather stripping, LED bulbs, thermal curtains, pipe insulation (for hot water), draft stoppers under doors — these need no permission and you can often take them when you move. They actually reduce usage, not just shift costs.
3. Behavioral changes (free)
Running the dishwasher/laundry on off-peak hours (if your utility offers time-of-use rates), shorter showers, fans instead of AC when possible — these genuinely lower the bill and cost nothing.

5. Community solar: the big one for renters
This is why renters matter for solar programs. You don't need a roof. Your share lives at a solar farm. You qualify for credits on your utility bill in your name. No landlord signature, no installation. In Illinois, renters get the same 10% standard rate (or 20% if you're on assistance) as homeowners.
One thing renters should ask the landlord about
Some landlords cover utilities in the rent. If that's you, community solar and most efficiency programs won't help — the benefit flows to the landlord, not you. Ask whether you can switch to paying utilities separately (some do, some don't). That's a negotiation worth having.
